This quest start and end in everfront, you can collect the rods around the world before speaking to Sulgar.

Heda	Qeynos Aqueducts	670, 60	Enter from north qeynos and fall into the shark trap south of the succor point.

Jaka	Unrest	+520, -285	Dive underwater and follow the small tunnel north, the rod is next to Serra.

• Once you have gather the 10 rods head to Everfrost and follow Sulgar dialog to get a and the Glowing Chest.
• Combine the 10 rods in the Glowing Chest to be rewarded with the Staff of the Wheel and the Star of Eyes.
